French government report of their military and civilian UFO documents. World history including ancient art and cave paintings document the interactions of Earth Humans and ETs during the past thousands of years. Images include ET Beings from space on fiery chariots, flying in devices similar to modern space craft or coming out of bodies or water. The 1999 COMETA REPORT states: "The sporadic manifestations of UFOs and even the occurrence of repeated waves [of sightings] have continued since 1947. One would have every right to think that these visitors - fortified by their superiority - are showing their intention to continue to make themselves known in the most diverse locations on the planet and to continue to carry out their plans, their aims and means of which still escape us." "If they are observing us, it is necessary to note an apparent contradiction between the interest that they show in us and their furtiveness. Rather than observe us, it seems that they want to show themselves to us and to gradually acclimate us to the idea of their existence," THE 1999 COMETA REPORT noted that: "Knowledge about the ET Beings remains a mystery! Morphology, physical make-up, type of life, manner of communication and form of society, sense of values. concept of time, motivations, etc."
Various other sources believe ETs may have colonized parts of Earth while constructing significant structures or mining for minerals. They still exist in the universe. _____________________________ THE ARCTURIAN VISITORS Arcturians are believed to originate from the Bootes Constellation and exist in the fourth and fifth dimensions of space and time. The Episilon Bootes constellation was named in the 2nd Century by the Greek astronomer Ptolemy. The constellation contains the star Arcturus which is the third brightest star in the night sky. Several planets have been identified by earth astronomers. The constellation is 37 Light Years from Earth.
Karl Kolsbun, metaphysician and psychic medium explained it is believed a planet orbiting Arcturus not yet observed from earth is home to the Arcturians. "These highly evolved and friendly beings are committed to assisting and expanding our spiritual growth to help our ascension into the higher 4th and 5th dimensional frequencies."
Clifford Stone, a UFO investigator, wrote, "The Arcturians. teach that the most fundamental ingredient for living in the fifth dimension is love. Negativity, fear and guilt must be overcome and exchanged for love and light. The Arcturians. travel the universe in their star ships, which are some of the most advanced in the entire universe. One of the reasons Earth has not been attacked by warlike negative ETs has been those civilizations' fear of the advanced star ships of the Arcturians. One of the star ships is named the Star ship Athena after the Greek goddess."
Edgar Cayce (1877-1945) known as the "sleeping prophet" and the most documented psychic of the 20th century is reported to have developed detailed knowledge of the Arcturians. describing them as "one of the most advanced civilizations in our entire galaxy."

Black Knight Satellite Some researchers believe the Black Knight satellite in its polar orbit may have been observing earthly activities for hundreds of years and it was controlled from the Episilon Bootes constellation. Calculations by astronomers and scientists determined the satellite weighed about 10 tons which was more weight than either the U.S. or the USSR could launch into polar orbit at that time. According to the USSR government, when they launched Sputnik 1 and Sputnik 2 in 1957 they believed the Black Knight was monitoring them. In 1960, a Grumman Aircraft Corporation project for the U.S. government resulted in photos of the Black Knight. that were kept secret. The belief remained that Arcturians utilized the Black Knight to observe and protect Planet Earth. Protecting Planet Earth The commentator of the YouTube video Arcturian Ship explained,:"These are a very advanced type of spacecraft actively involved in stabilizing the crust of the Earth saving us from many earthquakes and Tsunami." To the Aztec, the 5,426 meters high volcano Popocatepetl located 70 kilometers from Mexico City, Mexico has been in a state of activity since 1994. In 2012, a large cylindrical object is shown in the video going down into the crater of Popocatepetl. David K. Miller's channeling for Connecting with the Arcturians conveyed the message: "The Arcturian Earth Mission. The Arcturians have been connected with the Earth and the Human race in varying capacities for the past 150,000 years. We have been very involved in the affairs of the planet Earth for the last 20,000 years. Some of us were here much earlier, but this is the active phase of our planetary involvement. It is true that other space beings are coming to your planet continually for observation. Presently, some are interacting with you. We are interacting only with certain chosen people on a modified level, but we are seeking to create an awareness of our presence. This has been authorized by the highest sources in conjunction with your planetary evolution. We have not been directly involved in human evolutionary changes or genetic restructuring. Those issues were left up to the Pleiadians and the Sirians. Other ET groups have also done these things. We, however, function more in the role of teachers or overseers."

They are waiting for us because we have curiosity and creativity that would be very important to the universe as it developes. Meantime ETs are doing a lot to help Earth people."

They are technologically advanced over us to have been able to achieve what we do not yet know how to do," The report also discussed that ET flight devices are of similar constructions the form of long tubular or saucers or triangular shapes or luminous spheres. In flight maneuvers include tight formations, "hovering followed by accelerations at lightning speed, the absence of noise, easily supersonic speed with no sonic boom, associated electromagnetic effects that interfere with the operation of nearby radio or electrical apparatus." 
125 years ago, the scientist Nikola Tesla was one of the radio wave pioneers and in 1899 he detected radio signals from a north polar direction. Those radio signals were never explained but remained of interest as Earth Humans sought possible radio signals from life in space. In 1953, a researcher at the University of New Mexico observed a space object that seemed to be in polar orbit and a possible source of the radio signals. The object was named the Black Knight. It had been in a polar orbit long before any man made large made objects had been sent into space.
